Lévis, QC, June 7, 2019 – The Réseau des SADC et CAE is thrilled by the announcement made today by Mr. Rémi Massé – Member of Parliament for Avignon-La Mitis-Matane-Matapédia and Parlimentary Secrretary to the Honourable Navdeep Bains, Minister of Innovation, Science and Economic Development and of Canada Economic Develpment for Quebec REgions (CED) – abou the new five-year agreement between CED and SADC et CAE, and the non-refoundable contribution of $169M taht comes with it.
Through additional funding and major changes to the organization’s service delivery, the agreement will help the 67 SADC et CAE locations better meet the needs of Quebec’s rural communities.
“The 1,400 professionals and volunteers who make up our network have an in‑depth understanding of the issues and challenges faced by communities and entrepreneurs,” said Daniel Dumas, President of the Réseau des SADC et CAE. “In our nearly 40 years of experience, we have learned how to adapt to local needs and help our areas prosper. In renewing our agreement, our services will be even more aligned with these needs: we partnered with CED to optimize services based on the current socio‑economic indicators of all the communities we support.”
Of the five‑year $169M commitment, $25M in new funds was allotted to improve SADC et CAE services.
Improvements included:
- Adding new territories—the RCM of Caniapiscau, St‑Hyacinth and the Soulanges region—so that all of Quebec’s rural territories are now covered
- Delivering all Community Futures Program products and services to all covered territories
Contributions for initiatives previously reserved for SADC territories will now be available for CAE territories. The contributions include allotments to support formative community projects and the Youth Strategy program for the business projects of young people between the ages of 18 and 39.
- Furthermore, for the first time, the new funding will be distributed to SADC et CAE according to the socio-economic situation and development potential of each Quebec RMC and municipality. This means that SADC et CAE will be better able to address issues faced by the most vulnerable areas.

Ultimately, more citizens will now be able to rely on guidance and funding from SADC et CAE of Quebec,” said the President of the Réseau des SADC et CAE.

The Réseau des SADC (Sociétés d’aide au développement des collectivités) et CAE (Centres d’aide aux entreprises) is a network of 57 SADC and 10 CAE that have been working in community economic development for more than 35 years. Community Futures Program (CFP)
This program, which is run by CED in Quebec, ensures operations financing for the 269 SADC et CAE and CFDCs and CBDCs in Canada. The CFP recognizes the expertise of local decision makers and decision-making autonomy in order to encourage communities to take charge of their futures.
